Terminal does not come to foreground to present the "Do you want to close all tabs?" dialog

### Steps to reproduce

1) Open Terminal
2) Open a second tab
3) Minimize Terminal
4) Right click Terminal on the taskbar and select "Close all Windows"

This _might_ be a bigger issue than just Terminal. I recall mspaint doing this, but it doesn't anymore. Notepad does properly reappear out of nowhere to ask me to save my work, so it does seem _possible_.

### Actual Behavior

Nothing happens. Presumably the dialog shows but restoring the window closes the dialog, so I never see it.

Reproduce the Windows Terminal 1.12.10393.0 behavior using the listed steps, especially minimizing the window before choosing “Close all Windows” from the taskbar. Trace the close-all handling and window activation behavior; done means the confirmation dialog is visible in the foreground instead of disappearing.
