I have a medium-beefy PC and tearing is not an issue anywhere else, so I assume this should work for the terminal as well.

Research direction
Start by reproducing the tearing or flickering while revealing and hiding the quake mode window on Windows Terminal. Trace the quake mode animation and rendering path, then verify that both reveal and hide complete without visual tearing or flickering.
