Opening File Explorer using the browse button in settings sometimes gets stuck

### Steps to reproduce

1. Press Ctrl + ` to open the settings interface
2. Click "Add a new profile" to create a new profile
3. Click the "Browse..." button
4. The interface freezes. Neither the File Explorer window nor the "Windows Terminal" can be closed via the taskbar

### Expected Behavior

Open a file explorer window that works normally, but also can be closed normally

### Actual Behavior

The interface is frozen, and the Explorer window for selecting files cannot be manipulated, nor can this window be closed

Reproduce the freeze through Settings, Add a new profile, and the Browse... button on the reported Windows Terminal and Windows build versions. Trace the settings browse flow from that entry point; done means both the file-selection Explorer window and Windows Terminal remain responsive and can be closed normally.
