### Steps to reproduce
**Repro Steps: **
1.Open Windows Terminal.
2.Open 'Settings' tab using 'Ctrl + ,'
3.Navigate to 'Actions' tab via down arrow key & press enter.
4.Turn on the narrator using 'Ctrl + Windows + Enter' & toggle to scan mode using 'Caps lock + Space bar'.
5.Navigate in the actions present in right pane using 'Up/down' arrow key.
6.Observe the issue.
**User Experience**
Users who rely on screen reader will get impacted here & may gets irritated, if narrator focus moves on to 'Shortcuts' present in 'actions' tab un-necessarily in scan mode.

### Expected Behavior
As Narrator is reading the 'shortcut' information along with the 'Action' name, there is no need of moving Narrator focus to 'Shortcuts' present in 'actions' tab separately in scan mode.
### Actual Behavior
On Navigating using down arrow key, focus is moving on to entire action & shortcut, Narrator is reading the entire information of action & shortcut. But, on pressing down arrow key further - focus is moving on to 'Shortcut' again.
