### Expected Behavior

As Narrator is reading the 'shortcut' information along with the 'Action' name, there is no need of moving Narrator focus to 'Shortcuts' present in 'actions' tab separately in scan mode.

### Actual Behavior

On Navigating using down arrow key, focus is moving on to entire action & shortcut, Narrator is reading the entire information of action & shortcut. But, on pressing down arrow key further - focus is moving on to 'Shortcut' again.

Research direction

Reproduce the behavior in Windows Terminal Settings > Actions with Narrator enabled in scan mode, following the listed steps. The fix is done when Narrator reads each action and its shortcut without moving focus to the shortcut separately on the next arrow-key navigation.
