Stop global installation workaround for PGO Nuget package

Following up from #11819, we need to remove the workaround when the PGO Nuget package updates to fix the path resolution. (See https://github.com/microsoft/terminal/pull/11819#discussion_r761558613) I'm waiting on @dkbennett to fix up the package. He's working on it.

Start with issue #11819 and the referenced pull-request discussion to understand the existing global-installation workaround and the PGO NuGet package path-resolution fix. Remove the workaround once the package is updated, then confirm the project uses the corrected package path without global installation.
