Research direction
Start by reproducing the reported duplicate-character behavior in Windows Terminal 1.11 with PowerShell 5.1, after leaving a tab idle for about an hour. Compare typed input with the expected single characters and trace the terminal input path; done means commands such as "cls" consistently appear once.
