Description

The opposite of #10699 I think. I don't really know, Dustin said to file this during triage so I did.

If you have `startOnLogin: false`, and enable us in the task manager, then when we boot, we'll _turn it back off_.

Research direction

Start by reading issue #10699 and reproducing the stated sequence: set startOnLogin to false, enable the app in Task Manager, and boot. Trace the startup-setting handling involved in that sequence, then verify that enabling the app through Task Manager remains enabled after reboot.
