Description
### Windows Terminal version (or Windows build number)
10.0.18363.1256,1.9.1942.0
### Other Software
_No response_
### Steps to reproduce
In the current file directory, the right-click shortcut cannot open wt
1. Nothing happens when the software is opened in the blank space of the current directory, but it is normal to open the software on the desktop and in the folder.

2. In the case of `shift + right click`, wt can’t be opened either .Cmd and powershell can run normally under the same conditions

3. Right-click on the desktop, you can execute wt

By the way, I am not sure if it is caused by incorrect registry information. I want to modify, but I don’t know how to start
### Expected Behavior
_No response_
### Actual Behavior
the right-click shortcut cannot open wt

Research direction
No source file, test, or entry point is named. First reproduce the right-click behavior in a non-en-US environment for the blank area of a directory, including Shift+right-click, then inspect the Windows Terminal context-menu and registry integration; done means wt opens from those directory contexts as it does from the desktop and folder.
