Description

Issue Description
When creating an ICM you can set the environment of the ticket to PROD, PPE, STAGING, and so on. The connector for the ICM does not have a filter for the environment so when using a single queue or team with the environment the SRE agent can't we configured to respond to only PROD vs PPE. This is an issue when setting up different environment and testing as we would have multiple SRE agents pointed at the same queues with no way to differentiate the ticket by environment. Setting rules in the skill partially works but is not reliable in practice.

Steps to Reproduce
Create an ICM set for PROD and SRE agents setup in a PPE and PROD environment with both pointed to the same ICM queue.

Expected Behavior
We should be able to tell the connector which environment to monitor

Actual Behavior
This is not possible so both SRE agents will modify a ticket

Research direction

Start by tracing the ICM connector and its existing queue or team filtering configuration; the issue does not name specific files or tests. Confirm how the environment is represented on an ICM and verify that separate agents can monitor the same queue while acting only on their configured environment.
