Creating a live report via cli does not bind it to an authoring thread, so the button does nothing
Thread ID
Paste the thread ID from the SRE Agent portal

Steps to Reproduce
1. Create a live report via CLI
2. Access the live report
3. Select "Open authoring thread"
Expected Behavior
A new thread is started and attached to the live report if missing
Actual Behavior
Nothing
