[Bug] URL does not update when navigating between any page

## Issue Description

The browser URL does not update as the user navigates within Azure SRE Agent.

## Steps to Reproduce

1. Open a shared link to a specific chat thread or report.
2. Navigate to a different chat, report, or page within the app.
3. Observe that the address bar still shows the original shared URL.
4. Reload the page.

## Actual Behavior

The URL remains fixed on the original shared link. Reloading takes the user back to that original chat or report, regardless of where they navigated afterward.

## Expected Behavior

The URL should always follow the user's current location. Navigating to another chat, report, or page should update the address bar so refresh and copied links preserve the current view.

The payload names no files or tests; start by tracing in-app navigation for chats, reports, and other pages, along with the code that updates the browser address bar. Reproduce the shared-link flow, then confirm that each navigation changes the URL and reloading opens the current view.
