## Issue Description
On mobile-width viewports, large or fixed top sections consume the available screen while the primary content region does not scroll correctly. On the Connectors page, connector grid items and permission controls can be completely unreachable.
## Steps to Reproduce
1. Open Azure SRE Agent on a mobile device or resize the viewport to approximately 390 x 844 CSS pixels.
2. Navigate to the Connectors page.
3. Attempt to scroll past the page header to view connector cards.
4. Open a connector and attempt to reach its permission controls.
5. Repeat on other menu-driven configuration pages.
## Actual Behavior
The top section fills the viewport, scrolling is trapped or unavailable, and grid items or permission controls cannot be reached.
## Expected Behavior
Header sections remain bounded or collapse on mobile. The primary content region scrolls normally, allowing every connector card and permission control to be reached and operated.
## Impact
Blocks connector discovery and permission-management workflows on mobile.
