[Feature] Add `CreateOrAlter` to `Transfer.TransferData`

Description
Currently, one can only Create or Drop / Create on TransferData, it seems. It would be nice if Transfer would respect the scripting options for CreateOrAlter like Transfer.ScriptTransfer does.
I've tried using EnforceScriptingOptions too as well as Touch()-ing the Transfer.Database.StoredProcedures['name']
Maybe below would require a change?
