Description
When connecting to my azure blob storage I am told I do not have permission even with the storage account set to allow public access :
CREATE EXTERNAL DATA SOURCE MyConnection
WITH ( TYPE = BLOB_STORAGE,
LOCATION = 'https://<My_Account>.blob.core.windows.net/<My_Container>',
);
Returns
"User does not have permission to perform this action."

Research direction
No repository file, test, or entry point is named. Start by reproducing the CREATE EXTERNAL DATA SOURCE command against the stated Azure Blob Storage setup and investigate the permission error; the expected permission behavior and completion criteria need clarification before implementation can begin.
