Integrate feedback and safety signals into Control Center user management

## Summary
Tie feedback and safety data/actions more directly into Control Center user management, including review history, export links, and user-level remediation state.

## User Value
Tracking this as a GitHub issue moves the backlog item out of a private markdown file and gives the team a clear place to prioritize, design, implement, and validate the work.

## Proposed Behavior
Keep existing dedicated review pages. Add Control Center summaries and cross-links first, then consider inline actions such as warn, suspend, block, or access restriction.
