Description
Feature request: (This may already be worked Under https://github.com/microsoft/simplechat/issues/86)
Within each group's workspace, members can organize documentation by folders in addition to the existing tag system.
Retain the existing tag structure, taxonomy, and ontology in full (no removal or replacement).
Add folder-based organization within each group's workspace.
Folders and tags coexist and serve complementary purposes:
Folders provide structural, hierarchical organization for the owning group (familiar shared-drive model).
Tags continue to support cross-cutting search, discovery, and enterprise-wide retrieval.
Each group manages its own folder hierarchy independent of other groups.
A document may exist in one folder and carry multiple tags simultaneously.

Research direction
Start by reviewing the existing tag system for group workspaces and the related issue #86 to determine whether this work is already covered. Define how group-owned folder hierarchies coexist with tags and how documents belong to folders; done means the requested folder and tag behavior is implemented without removing existing taxonomy.
