Description

Only Owners can create Public Workspace Prompts and view them in chat.
I assume the intended goal would be Owners, Admins, and maybe Document Managers can create the prompts, and all users can use the prompts in chat with that workspace?

Research direction

The issue names no files, tests, or entry points; first trace the workspace-prompt permission and chat-visibility paths in the repository. Confirm whether Owners, Admins, and Document Managers may create prompts and whether all workspace users may use them, then add coverage for the agreed permissions.
