Description
It would be great if the users could NOT control their retention settings on chats and files. I don't think it should always be like that, but would be great to have that option. We are running version 0.235.025

Research direction
Start by locating the retention-policy settings for chats and files and the permission checks that determine who can change them. Review how configuration is currently exposed to users. Done should mean an administrator can choose whether users may manage retention settings, with the choice applying consistently to both chats and files.
