Description
Currently Speech-to-Text is configured by endpoint, and Text-to-Speech is configured by region. Configuration by region does not work in air gapped clouds and prevents TTS from functions.
Please add ability to configure TTS by endpoint.

Research direction
No files, tests, or entry points are named in the issue. Start by tracing the existing Speech-to-Text endpoint configuration and the Text-to-Speech region configuration, then identify the configuration path used by functions. Done means TTS can be configured with an endpoint and works in air-gapped clouds.
