Description
Set RUs per container to auto scale, will scale down to 100 as base instead of 400 with potential to scale to 1000.
Using Redis Cache, set scale up size to P0v3 with scale out to 5, 10, 20, 30...which ever supports your environment this way the base cost is minimal but the platform can scale out, continue to scale out up to 30 before scaling up, or add a app gateway or front door with multiple simple chat applications all running on minimum 1 instance scale out to 30 as P0v3.
