Description

We discussed calling them Permissions groups. Each workspace gets one. Admins may also create new ones not associated to workspaces. Have a "manager" role that allows the admin the ability to delegate add/remove users permission. Add associated UI for that for admins/group managers.

Primarily used for governance across policies as governance grows.
