Description
We discussed calling them Permissions groups. Each workspace gets one. Admins may also create new ones not associated to workspaces. Have a "manager" role that allows the admin the ability to delegate add/remove users permission. Add associated UI for that for admins/group managers.
Primarily used for governance across policies as governance grows.

Research direction
No files, tests, or entry points are named in the issue, so first map the existing workspace, group, role, and admin UI flows. Define the permission-group model, manager delegation behavior, workspace association, and matching admin interfaces before implementation; done means these governance actions work consistently for admins and group managers.
