Description

Summary

See readAsText method in Microsoft::React::FileReaderModule.

Resolved blob binary data is always assumed to be UTF8-encoded.

See #3178.

Motivation

Other React Native platforms (iOS, Android, macOS) do handle different encodings.
Particularly, Windows apps may need to handle UTF-16.
