Description

https://github.com/facebook/react-native/commit/ea90a76efef60df0f46d29228289f8fc1d26f350 adds non-native support for Animated.color, with native drivers coming to Android and iOS. We should add native driver support to Windows as well.

Read the referenced React Native commit for the existing Animated.color behavior, then trace the corresponding native-driver entry points in React Native Windows. The work is complete when Animated.color has native driver support on Windows and the relevant behavior is verified against the existing implementation.
