Description

https://github.com/facebook/react-native/commit/73242b45a9f7f9ecce8f5124ac3d1665f575be74 added changes to let JS instruct native when an animation batch is started and completed. This was implemented for Android, but as of 10/1 has not yet been implemented for iOS.

Nothing is regressed (yet) if we don't implement this, but we may need this for reliable animations in the future.
