Description

We have some issue with projects getting rebuilt unnecessarily as well as projects not being able to build standalone (i.e. outside a solution). We should fix this to improve dev productivity and avoid wasted dev time.

Research direction

The issue names no files, tests, or entry points. Begin by locating the build configuration and project dependency handling, then reproduce both unnecessary rebuilds and standalone-build failures. Done means projects rebuild only when required and each project can build outside a solution.
