Description
While investigating this bug:
https://github.com/microsoft/react-native-windows/issues/4499
I discovered that all "left" and "right" properties are flipped when direction == 'rtl'. This behavior can be changed by calling I18nManager.swapLeftAndRightInRTL(false). However we don't yet implement this API.
This issue is tracking implementing it.

Research direction
Start by tracing the I18nManager entry point for swapLeftAndRightInRTL and the existing RTL handling described in issue 4499. Confirm the intended behavior when the argument is false, then verify that left and right properties are no longer flipped in that configuration.
