Research direction

Start with the Fabric implementation of RefreshControl and compare it with the Paper path in FrameworkElementViewManager, where accessibilitySetSize was available. Use the linked RNW IViewWindowsProps documentation to confirm the property semantics. Done means the property is supported for Fabric RefreshControl consistently with the existing Paper behavior.
