Description
The tooling and templates necessary for end developers to create their own Win32 library so they can implement WinAppSDK scene graph (composition) visuals for custom RN host components. Without this we will not be able to effectively support the various critical community modules in RN Fabric which provide support for embedding SVG, Lottie, WebViews, etc.

Research direction
Start by reviewing the React Native Fabric and Win32 library requirements described in the issue, including WinAppSDK scene graph visuals and custom host components. Define the public library templates and supporting tooling needed for end developers to build community modules such as SVG, Lottie, and WebView integrations. Done means an end developer can use the published templates to create such a library.
