Description
Summary
Fabric ActivityIndicator is currently a simple comp animation but we should use the more modern Lottie animation in the future. This is dependent on SVG and adopting FURN control but we can track the progress here.
Motivation
To make fabric RNW more modern

Research direction
Start by locating the Fabric ActivityIndicator entry point in react-native-windows and review how its current composition animation is implemented. Check the stated SVG and FURN control dependencies before planning the Fluent Lottie replacement. Done means the Fabric ActivityIndicator uses the modern Lottie animation described by the WinUI ProgressRing example.
