Description

It looks like the new windows-latest image (i.e. windows-2025) doesn't have the Windows SDK version we need anymore. Changed the workflows to use windows-2022 for now, and opening an issue that it's time to move to the newer Windows SDK (from 10.0.22621.0 to 10.0.26100.0) - need to track this in main react-native-windows
