Description
🌟 Feature Description
Right now the REGION CONST is a global variable. Maybe we can refactor it to ENUM.
Also maybe we should seperate a constant.py for the constants.
Motivation
- Application scenario
- Related works (Papers, Github repos etc.):
- Any other relevant and important information:
- REGION CONST is suitbale for ENUM in natural.
- Seperate to constant.py can avoid circular import in the future.

Research direction
Start by inspecting config.py and locating the REGION CONST and its imports. Determine how the constant can be represented as an enum and whether moving constants to constant.py avoids circular imports; the work is done when the separation is consistent and existing imports continue to work.
