🐛 Bug Description
Couldn't install pyqlib either from source nor pip install pyqlib, best effort so far is installing from source in google colab through switching to python 3.8.18. but still found this error.
error: Couldn't find a setup script in /tmp/easy_install-141tupno/scipy-1.11.2.tar.gz
