Research direction

Review the checklist and linked issues #2048, #1496, and #2062 first. The remaining work covers several Q# syntax and library deprecations, so confirm the scope and ownership of each item with maintainers. Done means every applicable checklist item is resolved for the Q# 2.0 release.
