Ensure package aliases show up in all places that we render fully qualified paths

#1715 fixes this issue for specifically completions, but there are myriad other places where we need to ensure the package alias shows up: hovers, documentation, the debugger rendering, and more.

Review issue #1715 and trace how package aliases are rendered for completions. Then locate the corresponding rendering paths for hovers, documentation, the debugger, and other fully qualified paths. Done means aliases appear consistently across every identified rendering surface.
