Can't download hex files in shared projects

Description
In shared projects there are two buttons for editing. The gray one, which works fine and the button in the top right corner of the iframe. If some clicks on this button he isn't able to download the hex file afterwards.
To Reproduce
Steps to reproduce the behavior:

Share a project

Open a new Browser or clear caches

Open the shared project url

Click on the "Edit" button inside the iframe

Click on "Download"

See how nothing downloads
Expected behavior
In step 6 there should be a download.

Issue was tested and exists in MakeCode for microbit and calliope.
