Describe the bug
In MakeCode for Minecraft / Minecraft Education, the Agent cannot use bone meal correctly on saplings or seeds. Previously, the Agent could use bone meal to make saplings or crops grow quickly, but now the Agent seems to only use bone meal on open spaces instead of applying it to the target block.
To Reproduce
Steps to reproduce the behavior:
Open Minecraft Education with MakeCode / Code Builder.
Give the Agent bone meal.
Place a sapling or seed/crop in front of the Agent.
Run code that makes the Agent use the item in front of it.
Observe that the Agent does not apply bone meal to the sapling or crop correctly.
The Agent appears to use bone meal only on open spaces.
Expected behavior
The Agent should be able to use bone meal on saplings, seeds, or crops, and the target plant should grow quickly as it did before.

Additional context
This issue was previously reported in the Minecraft Education community. A support agent replied that the team was aware of the bug and that it would hopefully be addressed in future updates. However, the issue still appears to affect users.
