Offline App: "Reference" Link Has No Effect on Salute Instructions Page

Describe the bug
In the micro:bit Offline App, clicking the "reference" link has no effect and does not navigate to the References section on the Salute localhost page.

Steps to reproduce the behavior:

1. Download and launch the Microsoft MakeCode Offline App.
2. Navigate to the Games category.
3. Select the Salute! project card and click Show Instructions.
4. Open the Salute localhost project page.
5. In the Goals for this activity section, click the "reference" link.
6. Observe the page behavior.

Actual behavior
Clicking the "reference" link has no effect and does not navigate to the References section.

Expected behavior
Clicking the "reference" link should jump to the References section of the page, consistent with the behavior of the online version.
