[Code Evaluation] "Click for One-Click Downloads" Tooltip Is Clipped in Small Window Sizes

Describe the bug
In Code Evaluation, the "Click for one-click downloads." tooltip is partially clipped when the browser window is reduced to a small size.

Steps to reproduce the behavior:

1. Navigate to MakeCode Code Evaluation on a small window.
2. Select the Checklist tab, then open any shared project, e.g. https://makecode.microbit.org/_0XFDAFXpVauP
3. Hover over the "..." (Download options) button.
4. Observe the "Click for one-click downloads." tooltip.

Actual behavior
The "Click for one-click downloads." tooltip is clipped on the left side, and part of the text is not visible.

Expected behavior
The tooltip should be fully visible within the viewport, regardless of window size, without any text being clipped or hidden.

Reproduce the issue at the MakeCode Code Evaluation URL using a small browser window, then inspect the tooltip opened from the Checklist tab's Download options button. Adjust the tooltip behavior so the full text remains within the viewport, and verify it in Chrome or Edge at small window sizes.
