Description
If I want to add extension blocks to my checklist, I need to have a program with those blocks loaded in order to add to my checklist.
And then once I do, if I load in another program without those blocks, then the extension block loses its color.

Research direction
Reproduce the issue in the Teacher Tool: add extension blocks to a checklist, then load a program that does not contain those blocks. Trace where checklist block colors are retained or rendered when the loaded program changes. Done means extension blocks keep their colors after switching programs; no file or test is named in the issue.
