Steps to reproduce the behavior
1.Navigate to https://makecode.microbit.org/beta#
2.Create a new project
3.Do some operations and collapse blocks
4.Start to debug
Expect behavior
It starts debugging directly.
Actual behavior
If there should prompt to expand blocks when starting debugging, if starting debug directly, users will not know the debugging progress.
