Description

Since last week we've started seeing timeouts during the set up job when GitHub actions tries to download the action.
This happened in 2023 as well:
https://github.com/microsoft/powerplatform-actions/issues/416

We opened tickets with GitHub and Microsoft support.
GitHub says it's because the "Include Git LFS objects in archive" option is enabled on this repository.
They also say there is something on their side that needs fixing as well.

I forked the repo and can confirm that if that option is enabled it takes 30 seconds or more to download. And 4 seconds when it's disabled.

Is it possible to see if that option was toggled last week? Is there still anyone using v0.* that needs it? Looks like the only thing using LFS in recent versions is the hands-on-lab PNG files.
