Description

While it has Get-PowerBIDataset -Scope Organization and one for Schedules, it is missing the one for Get-PowerBIDatasetRefreshes where -Scope can be used. I did try the REST call, but it only brings data if I am the Admin of the Workspace. I am the Power BI Admin and should see all, but the REST call doesn't accept -Scope

Research direction

Start by locating the Get-PowerBIDatasetRefreshes cmdlet and compare its handling with the existing Get-PowerBIDataset -Scope Organization and schedules implementations. The work is done when the refreshes command supports the appropriate -Scope behavior for Power BI Admin access; verify the REST API limitation described in the issue while testing.
