Description
If I try to upload a file that's 1-10GB in size, do I need to use the CreateTemporaryUploadLocationInGroup method in the REST API or would I expect New-PowerBIReport to handle the situation silently?

Research direction
Start with the New-PowerBIReport command and the CreateTemporaryUploadLocationInGroup REST method named in the issue. Determine the documented behavior for 1–10 GB files and clarify whether the cmdlet handles the upload or the temporary-location method is required; done means the guidance answers that question explicitly.
