Description
It would be nice to automate submitting new releases to winget-pkgs repository. It would allow us to update PerfView using winget package manager. The previous release is available through winget, but it was published there manually. I don't know the current release process, but GitHub actions could help. There are some predefined actions in the marketplace (I haven't tried them personally).

Research direction
Start with the winget-pkgs documentation on submitting a package and GitHub's release-trigger workflow documentation. Review the existing release process and available winget actions, then define completion as having a new PerfView release automatically submitted to winget-pkgs without manual package submission.
