VC access error message is not clear

Description
I submit NNI job to rr bed on PAI, with the NNI config : "virtualCluster": "nni", but rr bed don't have nni VC.
I got the error message as below:
It made me confuse with the phrase "in nni".
First, I think the error message should like "Don't have VC nni on rr.openpai.org"...
Second, "in nni" well mislead me to the nni code or config, not the virtual cluster. I think we should specified "in virtual cluster nni"
