Button is still "New" when there are failed/successful jobs selected

Description
When some failed jobs selected (this is usually happens when selecting all the jobs in a page), the button is new, not stop, which is not very convenient to me because usually I want to stop them all even if some of them are nonstoppable. And I think no one would want to "create" a new job as the next step after they select some jobs.
Proposed solution: the button should always be stop when some jobs get selected.
