Description
We should onboard a windows guest reboot test. Currently this would break MSHV because scrub isn't yet supported, so we may need to wait on checking it in or gate running that test to not run it on mshv.

Research direction
Start by locating the vmm_tests Windows guest test patterns and the existing reboot-test entry points. Check how MSHV is identified and where scrub support affects test execution. Done means a Windows guest reboot test is onboarded without breaking MSHV, either by gating it there or by confirming scrub support is available.
