Description
OpenHCL PCAT tests are hanging on our AMD test runners. This happens primarily on Windows VMs, where the Windows logo is present along with a pinwheel that keeps spinning, but the VM never boots.

Research direction
Start in the vmm_tests OpenHCL PCAT test path and reproduce the hang on an AMD runner with a Windows VM. Trace the boot failure from the Windows logo and spinning pinwheel; done means the affected VM boots successfully on AMD and the relevant test passes.
