Description

Would be nice to have a way to modify it. Thanks!

Research direction
The issue names no source file, test, or entry point. Start by reproducing the missing boot-entry and boot-order changes through Hyper-V MMC and PowerShell's Set-VMFirmware, then identify the OpenHCL behavior involved; done means users can modify those entries and their order.
