### Describe the documentation issue
As of version 1.27.0 all CUDA 12 is deprecated and all users are asked to move to CUDA 13, however none of the documentation has been updated to cover this, and it's not clear how to ensure you're getting the correctly built version of onnxruntime-gpu for your CUDA version
